Happy Fiscal New Year!

You didn't see a ball drop from Times Square and Ryan Seacrest definitely wasn't helping us ring it in, but federal fiscal year 2013 began last night at midnight just the same. As I'm going to explain in a post tomorrow, champagne isn't likely to be strong enough given what's ahead this year.
