During the debate today in the Senate Finance Committee on raising the federal debt ceiling, Senator John Kyle (R-AZ) said that most of the blame for the rising debt rested with Congress because it is the one that control spending.

Perhaps Kyle simply forgot that, according to the U.S. Constitution, all laws, including all bills that spend money, either have to be approved by the president to be enacted or have to be adopted with a two-thirds majority in the House and Senate.  So every dollar that has been spent could have been stopped by the Bush administration, especially because the Republican-controlled House and Senate absolutely would have sustained the veto.

Or perhaps he forgot that George Bush didn't veto any spending bills during his first six years in office.

Or maybe it didn't register that the president is threatening to veto spending bills now and the veto power the president says is not something that was just recently granted.

CongressDaily (subscription needed) quotes Kyle saying to Budget Committee Chairman Kent Conrad (D-ND), who was blaming the president for the increase in federal debt, "Let's be careful about playing political games."
